سنجش اثرگذاری تأمین مالی زیرساخت های توسعۀ فناوری و عمرانی

چکیده

در این مقاله به تجربۀ کشورهای استرالیا و هند در مورد تأمین مالی طرح های زیرساختی پرداخته شده است. تأمین مالی طرح های زیرساختی به سرمایه گذاری گسترده ای نیاز دارد؛ از این رو به استفاده از سرمایه گذاری های بخش خصوصی در این حوزه توجه بیشتری شده است. امور زیرساختی به علت هزینه های بسیار بالا و دورۀ بازگشت طولانی مدت سرمایه، ملاحظات خاصی برای تأمین مالی دارند که فقط صندوق های بزرگ قادرند آن ها را برعهده گیرند. دولت نیز ریسک های بخش خصوصی را کم می کند تا بتوانند وارد این عرصه شوند. در استرالیا، افزون بر صندوق های خاصی که به امور زیرساختی مربوط اند، از ظرفیت صندوق های بازنشستگی برای تأمین مالی زیرساخت نیز استفاده می شود. از آنجا که این صندوق ها خود متخصص اجرای پروژه های زیرساختی نیستند، شرکت هایی به نام مدیران تأمین مالی صندوق های زیرساخت این کار را برعهده می گیرند. آمارهای مربوط به حوزۀ زیرساخت هند نیز نشان می دهد روند حرکت این کشور، در تأمین مالی پروژه های زیرساختی، از تأمین مالی دولتی و مالکیت دولتی به سمت تأمین مالی بخش خصوصی یا مالکیت بخش خصوصی رفته است.

چکیده [English]

This article is discussed about experience of Australia and India in the financing of infrastructure projects.In connection with the financing of infrastructure projects can be said that the need for enterprise-wide, Therefore, there is more attention to the use of private sector investment in this area. Infrastructures have a special considerations due to high costs and long payback period for the financing that only major funds can finance them and Government Reduce and covers private sector risks that can enter into this field too. In Australia uses from pension funds capacity to finance infrastructure in addition to special funds and because funds are not specialist of infrastructure projects then other firms that called Financial Managers do this work. Statistics in the field of infrastructure in India shows this country in financing infrastructure projects moves from Public financing to Private financing sector.
