More and more involvement of elites and general public of societies in policy making process of government would lead to deceasing errors in that process. Meanwhile, it would increase social capital as one of the most effective factors for economic development. Inthis paper, by using the experience of Iran Technology Analysts Network (ITAN),as the first think tank in the field, the pattern of intermediary role for realization ofinvolving the elites and general public were modeled by the think-tank networks. Besides examining the case study of the network forprecision, the designed model was offered to professors of variousfields. Results show that for achieving those goals, the networksof think thanks must be continuously connected with the main pillars ofsociety, namely general public, universities, scientific centers,elites, various elements of government and media.
