An Analytical Conceptual Framework for Developing a Technology Transfer Roadmap for Hydrogen-Based Green Steel

Abstract

This study aims to develop a conceptual framework for formulating a technology transfer roadmap for hydrogen-based green steel in Iran. In the first stage, a structured and targeted review of the theoretical literature, policy documents, and authoritative international reports was conducted to identify key technologies, infrastructure requirements, technology transfer challenges, and the experiences of leading countries. The findings derived from the selected sources were subsequently synthesized and analytically organized into the principal dimensions, components, and layers of the proposed framework. In the next stage, the extracted conceptual framework was subjected to a preliminary evaluation using a structured questionnaire completed by eighteen experts in the fields of steel production, hydrogen technologies, and industrial policy. The evaluation focused exclusively on the framework's comprehensiveness, coherence, relevance, and analytical applicability. The results indicate that the proposed framework provides a robust analytical foundation for future studies and can serve as a basis for subsequent prioritization processes, staged consensus-building, and the development of an operational technology transfer roadmap. However, this study does not aim to present a finalized implementation roadmap. Key elements such as quantitative targets, detailed implementation schedules, cost and resource estimation, risk assessment, alternative scenarios, and the allocation of institutional responsibilities should be further developed in subsequent stages using complementary data and methodological approaches.
