Development of the framework and analysis of public funding tools for research in Iran
Abstract
Research funding tools play a crucial role in advancing knowledge, fostering innovation, and addressing societal challenges. Without these tools, progress in many fields would be significantly hampered. Many governments have successfully directed academic research by designing and implementing these tools, using them to tackle major challenges, enhance societal impact, and boost economic growth. Given the financial constraints faced by governments, particularly in Iran, the design of research funding tools that maximize research effectiveness has become increasingly important. This study aims to analyze and identify the gaps and opportunities in research funding mechanisms within the Ministry of Science, Research, and Technology. Research funding tools possess various characteristics that influence their effectiveness. In the first phase of this research, a literature review was conducted to identify different dimensions of research funding tools, leading to the development of an analytical framework. In the second phase, through interviews with experts at the Ministry of Ataf, the identified tools were analyzed using the previously developed framework to examine their various dimensions, identifying gaps and opportunities. Ultimately, 15 research funding mechanisms in Iran were identified and evaluated. The findings of this study indicate that long-term program funding mechanisms have received less attention in Iran. Additionally, a lack of transparency and competitiveness are key issues among the existing funding mechanisms in the country.
