شناسایی و رتبه‌بندی شاخص‌های دفتر مدیریت استراتژیک با استفاده از الگوریتم ارزیابی همزمان معیار و گزینه: مورد مطالعه شرکت فعال در زمینه ICT

چکیده

دفتر مدیریت استراتژیک به عنوان محور فعالیتهای استراتژی نقش اصلی در افزایش اثربخشی در اقدامات استراتژیک سازمانها دارد. به منظور تدوین و تحقق استراتژی‌های کارا و اثربخش، طراحی و استفاده از تکنیک‌هایی تحت عنوان ارزیابی عملکرد مدیریت استراتژیک امری ضروری به نظر می‌رسد. هدف این تحقیق شناسایی و رتبه‌بندی شاخصه‌های عملکردی دفتر مدیریت استراتژیک در یک شرکت فعال در حوزه فناوری اطلاعات و ارتباطات می‌باشد. پژوهش حاضر با رویکردى کاربردى از منظر هدف و توصیفی-پیمایشی از دیدگاه جمع‎‌آوری اطلاعات، به شناسایى و اولویت‌بندى شاخص‌ها می‌پردازد. شناسایی شاخص‌ها طی دو مرحله انجام شد. در مرحله اول شاخصهای کلیدی عملکرد با استفاده از روش کتابخانه ای و مصاحبه شناسایی شدند. برای این منظور بانک جامعی از شاخص‌های کلیدی عملکرد برای دفتر مدیریت استراتژیک از منابع مختلف شامل مطالعه شاخص‌های موجود در ادبیات، شاخص‌های موجود در شرکت و اسناد بالادستی و همچنین شاخص‌های پیشنهادی توسط مدیران مربوطه و خبرگان استخراج گردید. با توجه به تعداد زیاد شاخص‌های شناسایی شده، با کمک پرسشنامه که در اختیار خبرگان قرار گرفت، این شاخص‌های طی چندین مرحله غربالگری و تکمیل و نهایی گردید. در نهایت با استفاده از تکنیک ارزیابی همزمان معیارها و گزینه‌ها به رتبه‌بندی شاخص‌ها پرداخته شد. نتایج تحقیق نشان داد میزان همراستایی برنامه راهبردی با سیاست‌های ذینفعان کلیدی شرکت، میزان همراستایی برنامه‌ها و پروژه‌ها با عوامل حیاتی موفقیت شرکت، میزان پیشرفت (برنامه‌ای و واقعی) برنامه‌ها و پروژه‌ها در مسیر تقویت عوامل حیاتی موفقیت شرکت، میزان همراستایی مدیران ارشد شرکت با اهداف و برنامه راهبردی و ارزیابی، پیگیری و بازنگری برنامه راهبردی بالاترین اولویت را به خود اختصاص دادند.

چکیده [English]

The strategic management office, as the center of strategy activities, plays a key role in increasing the effectiveness of organizations' strategic actions. The purpose of this research is to identify and rank the performance indicators of the strategic management office in a company active in the field of information and communication technology. The present study, with an applied approach from the perspective of the objective and a descriptive survey approach from the perspective of data collection, deals with the identification and prioritization of indicators. The identification of indicators was carried out in two stages. In the first stage, key performance indicators were identified using the library method and interviews. For this purpose, a comprehensive bank of key performance indicators for the strategic management office was extracted from various sources, including a study of indicators available in the literature, indicators available in the company, and upstream documents, as well as indicators proposed by relevant managers and experts. Given the many indicators identified, with the help of a questionnaire provided to the experts, these indicators were screened, completed, and finalized in several stages. Finally, the indicators were ranked using the simultaneous evaluation technique of criteria and options. The results of the research showed that the level of alignment of the strategic plan with the policies of the company's key stakeholders, the level of alignment of programs and projects with the company's critical success factors, the level of progress of programs and projects in strengthening the company's critical success factors, the level of alignment of the company's senior managers with the goals and strategic plan, and the evaluation, follow-up, and review of the strategic plan were assigned the highest priority.
