عوامل مؤثر بر پایداری شبکه مشارکت نخبگان علمی در سیاستگذاری علم و فناوری در ایران

چکیده

علم و فناوری در عصر حاضر با سرعت بیشتری در حال تغییر و تحول است. از این رو نیاز است سیاستگذاری در این حوزه نیز با رویکردها و ساز و کارهایی که سرعت و چابکی را تضمین می‌کند انجام شود. علاوه بر این نیاز است نخبگان این حوزه در فرایندهای سیاستگذاری نقش فعالی داشته باشند. ساز و کار شبکه یکی از ساز و کارهای کارآمدی است که با استفاده از آن می‌توان گروه‌های مختلف را با سرعت بیشتری در فرایند سیاستگذاری مشارکت داد. از جمله چالش‌های شبکه مشارکت نخبگان علمی در سیاستگذاری علم و فناوری در ایران پایداری آن می‌باشد. در این پژوهش به عوامل مؤثر بر این پایداری پرداخته شده است. برای رسیدن به این عوامل مبتنی بر رویکرد تفسیری از روش تحلیل مضمون استفاده شده است. مضامین مورد نیاز از طریق مصاحبه‌های نیمه‌ساختار یافته با سه گروه مجری، نخبه علمی و نخبه سیاستگذاری به دست آمده است. مبتنی بر تحلیل‌ها و یافته‌های پژوهش 7 عامل مؤثر بر پایداری این شبکه‌ها شناسایی شده‌اند. عامل محوری در این زمینه هیجان و انگیزش مشارکت می‌باشد. این انگیزش در بافتار نخبگی علم و فناوری به عنوان عامل دوم محقق می‌شود. معماری و ساختار صحیح شبکه، استقلال اقتصادی، ابزارها و ساز و کارهای ارتباطی مناسب، و وجود دبیرخانه سایر عواملی هستند که ضمن در نظر گرفتن از بافتار بر هیجان و انگیزش تأثیر می‌گذارند.

چکیده [English]

Science and technology are changing and evolving at a faster rate in today's era. Therefore, it is necessary to make policies in this area with approaches and mechanisms that guarantee speed and agility. In addition, there is a need for the elites of this field to play an active role in policy making processes. The network mechanism is one of the efficient mechanisms that can be used to involve different groups more quickly in the policy making process. Among the challenges of scientific elite participation networks in science and technology policymaking in Iran is the sustainability of such networks. In this research, the factors affecting this sustainability have been discussed. To reach these factors based on an interpretive approach, thematic analysis method has been used. The required themes were obtained through semi-structured interviews with three groups: executive, scientific elite and the policy-making elite. Based on the analysis and findings of the research, 7 factors affecting the sustainability of these networks have been identified. The central factor in this context is the excitement and motivation of participation. This motivation is realized in the context of science and technology elites as the second factor. The correct architecture and structure of the network, economic independence, appropriate communication tools and mechanisms, and the existence of a secretariat are other factors that, while being considered by the context, affect excitement and motivation.
