توسعه چارچوب و تحلیل ابزارهای تامین مالی عمومی پژوهش در ایران

چکیده

ابزارهای تأمین مالی پژوهش برای پیشرفت دانش، تقویت نوآوری و رسیدگی به چالش‌های اجتماعی ضروری هستند. بدون آنها، پیشرفت در بسیاری از زمینه ها به شدت محدود می‌شود. بسیاری از دولت‌ها با برنامه‌ریزی و طراحی مناسب این ابزارها توانسته‌اند پژوهش‌های دانشگاهی را جهت‌دهی کرده و از آنها برای حل چالش‌های کلان و همچنین بالا بردن اثرگذاری آنها در اجتماع و بهبود اقتصاد بهره بگیرند. در سال‌های اخیر به‌خصوص با توجه محدودیت‌های مالی که دولت‌ها و به‌ویژه ایران با آن مواجه هستند، طراحی ابزارهای تأمین مالی پژوهش که اثر بخشی پژوهش‌ها را بیشتر کند، اهمیت بسیاری یافته است. هدف اصلی این پژوهش تحلیل و شناسایی خلأها و ظرفیت‌های ابزارهای تأمین مالی پژوهش در وزرات علوم، تحقیقات و فناوری است. ابزارهای تامین مالی دارای ویژگی‌های مختلفی هستند که به آنها امکان تاثیرگذاری بیشتر را می‌دهد. در مرحلة اول این پژوهش با استفاده از روش پژوهش مطالعات کتابخانه‌ای و بررسی اسناد ابزارهای تامین مالی سازمانهای اصلی تامین کننده مالی پژوهش در کشورهای سوئد، ترکیه، کره‌جنوبی و هلند ابعاد مختلف ابزارهای تأمین مالی پژوهش را استخراج و یک چارچوب برای تحلیل ابزارهای تأمین مالی پژوهش توسعه داده است. در مرحلۀ دوم، با مصاحبه با خبرگان ابزارهای تأمین مالی در وزارت عتف شناسایی شد و با بهره‌گیری از چارچوب تحلیل توسعه داده شده ابعاد مختلف ابزارهای تأمین مالی پژوهش مورد بررسی و تحلیل قرار گرفت و خلاءها و ظرفیت‌های این ابزارها شناسایی شد. در نهایت 15 ابزار از ابزارهای تأمین مالی پژوهش در ایران شناسایی و بررسی شد. نتایج این پژوهش نشان می‌دهد که از میان انواع ابزارهای پژوهش نوع ابزار تأمین مالی برنامه‌ای با ماهیت بلند مدت کمتر در ایران مورد توجه قرار گرفته است. تک مرحله‌ای بودن و رقابتی نبودن ابزارها از مشکلات اساسی ابزارهای تأمین مالی موجود در کشور است.

Research funding tools play a crucial role in advancing knowledge, fostering innovation, and addressing societal challenges. Without these tools, progress in many fields would be significantly hampered. Many governments have successfully directed academic research by designing and implementing these tools, using them to tackle major challenges, enhance societal impact, and boost economic growth. Given the financial constraints faced by governments, particularly in Iran, the design of research funding tools that maximize research effectiveness has become increasingly important. This study aims to analyze and identify the gaps and opportunities in research funding mechanisms within the Ministry of Science, Research, and Technology. Research funding tools possess various characteristics that influence their effectiveness. In the first phase of this research, a literature review was conducted to identify different dimensions of research funding tools, leading to the development of an analytical framework. In the second phase, through interviews with experts at the Ministry of Ataf, the identified tools were analyzed using the previously developed framework to examine their various dimensions, identifying gaps and opportunities. Ultimately, 15 research funding mechanisms in Iran were identified and evaluated. The findings of this study indicate that long-term program funding mechanisms have received less attention in Iran. Additionally, a lack of transparency and competitiveness are key issues among the existing funding mechanisms in the country.
