ارائۀ نقشۀ راه برای استفاده از قابلیت‌های فناوری اطلاعات در اجرای راهبرد

چکیده

از جمله مشکلات مهم سازمان‌ها این است که بسیاری از برنامه‌های راهبردی با موفقیت اجرا نمی‌شود. قابلیت‌های فناوری اطلاعات، با فراهم‌آوردن بسترِ ابزاری و اطلاعاتی موردنیاز در سطوح گوناگون سازمان و در بین مدیران عالی و راهبردی، سازمان را توانمند می‌سازد تا راهبردهای خود را به‌خوبی اجرا کند. مقالۀ حاضر حاصل پژوهشی است که هدف از آن بررسی قابلیت‌های فناوری اطلاعات در اجرای راهبرد و ارائۀ نقشۀ راه برای استفاده از این قابلیت‌ها در اجرای اثربخش راهبرد است. در این مقاله، که بخشی از یک پژوهش کیفی کلان است، با رویکرد تحلیلی و توصیفی و با مطالعۀ عمیق و روشمند ادبیات نظری، کلیۀ اجزا و فرایندهای توسعۀ قابلیت‌های فناوری اطلاعات در اجرای راهبرد، جامع و یک‌پارچه، بررسی شده و درنهایت در ساختاری روشمند نقشۀ راهی عملیاتی ارائه شده است برای آنکه از قابلیت‌های فناوری اطلاعات در اجرای راهبرد استفاده شود. بدین منظور، قابلیت‌های فناوری اطلاعات مرتبط با اجرای راهبرد در پنج حوزه شناسایی شده است. سپس، بر اساس الزامات اصلی راهبرد‌های مبتنی بر قابلیت‌های فناوری اطلاعات، برای استفاده از قابلیت‌های فناوری اطلاعات به قصد اجرای اثربخش راهبرد، نقشۀ راهی ارائه شده شامل تعیین راهبردهای سازمانی، شناسایی فرایندهای کسب‌وکار، شناسایی و توسعۀ قابلیت‌های فناوری اطلاعات و شناسایی ابزارهای مرتبط با فناوری اطلاعات. باید افزود که چهارچوب ارائه‌شده، در قالب الگویی عملی، به رفع و تقلیل موانع اجرای راهبرد در سازمان و تفوق راهبردی مدیران عالی و اجرایی منتهی خواهد شد

چکیده [English]

One of the important challenges for organizations is that many strategic plans are not implemented successfully. By providing the required instrumental and information platform at the various levels of the organization and among top and strategic managers, IT capabilities enable the organization to implement their strategies effectively. The present paper, which is the result of a scientific research, is conducted with the aim of investigating IT capabilities and developing a  roadmap for using these capabilities in effective implementation of the strategy. This article is a result of a part of a large-scale qualitative research that is based on an analytical and descriptive approach and according to the profound and  systematic study of theoretical literature, all components and processes of developing IT capabilities regard to  implementation of strategy are examined in a comprehensive and integrated manner and finally, in a structured way, it  develops an operational roadmap for using IT capabilities regard to implementation of strategy. In this regard, the IT capabilities related to strategy implementation were identified in five areas of IT infrastructure capabilities, IT technical and skill capabilities, IT strategic capabilities, IT communication capabilities, and IT management capabilities. Then, based on the key requirements of IT capabilitybased strategies, a roadmap (including 4 steps) is developed for using IT capabilities regard to effective implementation of the strategy, which includes identifying organizational strategies, identifying business  processes, identifying and developing IT capabilities, and identifying IT tools related to strategy implementation. It should be noted that the framework presented in the form of a practical model will lead to the removal and reduction of barriers to the implementation of strategy in the organization and the strategic superiority of strategic and executive managers.
